Can I wear this purse while in uniform?

I want to know if this Hello Kitty purse is allowable according to the uniform regulations for the Air Force.

All I know is that it says purses worn while in uniform have to be solid black and are allowed to have silver in the clasps and stuff.

No. The purse should be black without ornamentation — that embroidered Hello Kitty face is a no-go. That’s also a very large purse which is outside of the regulation size. Remember that in uniform, you are representing the service as a whole, not just yourself. You always need to present yourself as a professional.
